A review of the existing safety culture literature was undertaken to identify the appropriate criteria to measure progress in the implementation of the TT OSH Act into the workplace.  The culture of an organisation is an important factor to consider in implementing the safety and health culture required by the Act.  What are the behaviors and practices of the management team when dealing with the safety and health of the organisation?  Are these clearly manifested to the employees?  There are different elements in an organisation's culture, i.e., behaviors, values, assumptions, climate.  To focus on just one of these elements undermines the importance and impact of the rest in shaping the organisation's safety and health system.
